What is red card?

Red card is a family card distributed to the poor household which assures that each member of the card holder family will get all services free of cost from the project clinics. The partner NGO of the partnership area is responsible to identify the poor and distribute of red card followed by some specific indicators developed by the project. The red cards are being updated yearly to include new families in the entitlement list. Thus the red card is a tool which ensures that no person living in the project area will deprive from getting primary health care services due to lack of money. 

Identification of Poor Households

Poor households are identified based on a set of most recent social and economic indicators that had been developed in coordination with different stakeholders working in urban sector. Main criteria are:

o   Monthly per capita income of household

o   Living condition

o   Rental status

o   House hold asset

o   Floating and homeless people (single/family)

o   Nature of employment/occupation and other family characteristics

               - Female headed household

               - Widow/divorcee/separated women (single living)

               - Female garments worker (single living)

               - Disabled people (single living)

               - Housemaid (single)

               - Transgender

               - Sex worker

               - Drug addict or having drug addict husband (single/family)

 

Monthly per capita income of members of households were defined in 3 groups as follows :

o   2,000 BDT for Dhaka/Gazipur/Narayangonj/Barishal City Corporations

o   1,500 BDT for other City Corporations

o   1,000 BDT for municipalities

 

Poverty Score Card

 

The poverty survey had been conducted using poverty score card focusing the poor identification criteria and level of poverty had been categorized based on the scores as below.
